It is extremely hard to force a government to do anything. Trying to use tax money for a specific purpose is a meaningless concept. There is no connection between income and budgeting. And the one thing you absolutely do not want from a government is giving money to a business for any reason other than buying products.
I am aware that everybody talks a lot about all of the above. That is because everybody never learns the most basic concepts of government, money, or business. Go to fee.org and mises.org and study the free materials.
I said "study the free materials", but a more useful move would be to get on their mailing lists.
