Monopoly - Hello, When a player lands on a Utility and has to pay a penalty, it states that the sum?

...  to be paid is the value of the rolled dice multiplied 4 times or 10. For example then if the total value rolled was 8, is the 8 just 8 or 80 or 800 &times; 4 or 10.

If you own one it 4x dice amount if you own two its 10x 

So if you roll an 8 it would be 4x8 = $32

if own two  10x8 = $80
