I'm 16 years old and trying to shave all my pubic hair off because I want it to be removed, but everytime I shave any amount of it off it hurt and gets really red afterwards. No matter what razor, bath, shower, or cream I use it doesn't stop this. What should I do?

Buy bottled water.
Wash with soap and water and rinse. This is not to get the skin clean although it does that, but to break surface tension. Like when you shampoo, the first application doesn't lather much but the second lathers like crazy. Breaking surface tension allows the hair and skin to get wetter.
Lather again and shave the direction the hair grows. Do not "flick" the hair off, move the razor at a constant speed and angle. Rinse and lather again. Shave again, this time opposite the direction the hair grows. Careful, there is no drag and it's easy to shave off a layer of skin.
The soap you use is not important. I shaved for years with the same liquid I used to wash dishes. I have shaved with no soap at all, just a hot towel.
