Most likely a mole or a birth mark. It depends on when you discovered it. If it just appeared it may be a rash from rubbing off the side of your leg.

if a dark cokor & a little dry rough feeling possible a fungal infection & if so use a mild anti-fungal salve for several days & see if goes away.
