... and very rocky. I had to move away to take care of his dying mom, and most of our interaction was fighting and we barely saw each other. She passed away this past Spring and he was supposed to move back but that didn't happen. He ended up accepting a job in his hometown in August and began dating a new girl. We've been in contact here and there since then (just small talk) Anyway, he's told me he misses me twice in the past week. About 5 days later I texted him and suddenly he's unresponsive and today he told me he can't keep talking to me. I don't get this? He misses me but now does not want to talk? Why and what does this mean?

Very few long distance relationships work and that combine with the loss of his mother has shifted his affections and he has moved on, new job far from you, new girlfriend, etc.
In my opinion you have to give up on this relationship if that is even what it still is and move on yourself. I cannot see you rescuing that relationship and I'm not even sure if would be a good idea to do so.
..and I agree with you. Sometimes love does find a way no matter how far apart people are but he has found a new girlfriend (oopsie) and got a new job in his old town (another oopsie) so the chances of love finding a way here are vanishingly low. I don't like to say it but that's is the way I see it. It'd be better to cut the strings now and move on in order to avoid a lot more pain later.

If she really loves the man, she should not give up! There's always a way though.
