How can LiDAR “see” beneath a forest canopy whereas multispectral imagers, using the same frequencies, cannot?

Because the multispectral imagers use waves and photon particles that we cannot or are not suppose to see while we use laser sights with LiDARs, take sonar, sonar is to find the distance of an object by transmitting a sound in a large area and see how long it takes to get back, that works the same with LiDARs but instead with light.
