You are 13, you should have nothing in common with an 18 year old adult.
Don't go down that road, that's not a destination for you and you know it. Ask your parents, you know what their answer will be, that is why you are asking here.
It's fine for you to talk to almost anyone. I assume you are talking about safety, correct? It's more about the situation and topic. Is the person a neighbour or a complete stranger? As long as you know with absolute certainty that the person is not dangerous, it's perfectly ok to talk with people. Of course, if you're talking about safety, get your parents' permission and make sure trustworthy people are nearby. When it comes to talking to others, it's about how safe you feel. Just don't follow them to unfamiliar places unless you completely trust them.
