I've been talking to a guy for abou 3or 4months. Should I keep trying or should I just move on?

Ive been talking to a guy for abou 3or 4months. We've  already said Ilove you. & etc.
But we've only gotten to hang out all by ourselves once. We haven't kissed, we barely talk in public && we argue a lot. Is it oka to start a relationship  with him or should I just move on?

go have fun and laugh and make jokes
most couples take awhile to connect
