It is correct that passive transport uses energy and active transport consumes energy ?

Unfortunately, no.
Passive transport is a method of transporting material without the organism having to expend energy, instead though diffusion, it relies on the natural energy present in the surrounding and the second law of thermodynamics, which states that the value of entropy in a closed system tends to increase over time.
Active transport, on the other hand, requires active use of energy by cell, usually in the form of proteins.
One main difference between active and passive transport is that one can be controlled directly by varying the amount of energy expended.
Oh and one last thing, there's no difference between using and consuming energy, they're synonymous.
