Utilitarianism is a theory in normative ethics holding, not a form of governance.
The world would be optimal if everyone maximizes the utility, the problem is that (almost) nobody does that and there is no efficient way to obliagte people to do that.

There is no good form of governance for any group larger than a small city. All forms of government eventually devolve to coercion. Eventually the oppression gets so great that it is physically impossible to support the regime any longer and then it collapses. It doesn't take a war, it is enough for the people to stand in the streets and shout. We have seen that in several countries in recent years.
