Is there anything special about the location of space centres or they can be made anywhere ??

Space centers are generally as close to the equator and as high up as possible. That is so that the spinning earth can impart some extra velocity to the rockets for free when launched eastward. Height is also valuable to some degree. The optimal place for a space center on Earth would be on top of Mount Kilimanjaro in Kenya, but it is a protected national park.
