Is there a way to measure the rms voltage in a radio antenna?

Details:

Since a radio antenna converts electromagnetic radiation to radio frequency current, is there a way to measure the rms voltage in the antenna? Also, is there a way to use this voltage to light an LED using a Joule thief or similar circuit?
