Is there a detector on the internet I can use to see if someone used art that wasn't theirs?

It happened about a year back, a man named Bob Bowers came into our school asking to make posters for his AIDS campaign (maybe you've heard of it: HIVictorious) basically a lot of people put their hearts into their work. But this one little snot from my class...I'm pretty sure he just used a picture from the internet! He received $100 FROM THIS GROUP! He received a picture with our Governer...and you want to know what he spent his money on. Pornography. It disgusts me, I want to see if there's a detector somewhere on the internet I can put this picture through and see if it's copyrighted or not. If it is, I feel the need to send a heartfelt message to Bob apologizes on this kids behalf.
