Parks and Rec. have the power to enforce specific bylaws, making them a government organisation. But being a lifeguard has nothing to do with the government.
if you don't require government ID for it and a licence, you're not government.
Lifeguards only require certifications, which anyone can get. Government positions require background checks and people can be exempt from getting a job.
The only reason you wouldn't qualify for a lifeguard position is if you can't swim.
