There is a law brought on Dec.1 in Germany Constitution about the observance of Sunday that will be effective on Jan.1,2010 so people cannot buy on Sunday.Is it true?

Yes, it is still in effect. And it is much older than 2010, it just has been reviewed by that time. There are exceptions from it, though: bakeries and gas station shops are allowed to open as well as those shops selling souvenirs in tourist areas. Restaurants and cafes are open, too. Also, there are special shop-opening Sundays where every shop is allowed to open. The amount of those days is regulated by each county. The cities can then decide on which Sundays they want to make use of these days.
