Is SBS Trading Post (Selling Buying Shipping) Reliable?

Recently a friend purchased an item from this company, after the money was sent they never received said item. The email address that was provided has been sht down, the money lost and the item has just reappered online for sale again. When I sent an email to the seller I don't get a response. .. Complete SCAM.
