Is nationality discrimination ever justified under EU law?

It's a big question and my answer will only cover small parts of it but, yes, there is discrimination in that people within the EU have different rights than those living outside the EU. Most people wouldn't class it as discrimination (i.e. that if you are born in a country or a union of countries, you have different rights than someone who isn't), but it's still effectively discrimination.
