I can move it, but can't make a clenched fist with out tightness and pain, or open my hand fully the finger won't lift fully like the others at all and it'll go to a certain point and stop, there is no bruising or discoloration, its swollen a little bit but not much

Unless you feel sharp pains with movement, it is not broken. If you feel a sharp pain when you move it a certain way, then it may be fractured (tiny break in the bone). But from what you described, it is just really swollen. The swelling blocks your ability to move completely and may be followed by aching pains.
Ok that's what I thought but I was debating because I couldn't move it when making a open hand fully it stops at a certain point while the others fully extend like when giving a high five flat palmed
