In 1992, 222 million people lived in a country. In 2001, 224 million people lived there. If population continued to rise at this rate, about how many people rounded to the millionth would be living in the country in 2004?
I believe it would be 224 million still. Is this correct?

If the growth rate is linear, then it's just (224million - 222 million)/(2001 - 1992) which is 2 million/9 years. So in 3 years' time (2004 - 2001) there is 1/3rd of 9 years' worth of change, or 2 million/3 = about 667,000 more people. In that case, it's 2/3rds of 1 million, so you would need to ROUND UP your answer to 225 million.
