Fish ornaments are pretty and look so cool, but I own two cats and don't want to deal with a fish. Is it odd to collect fish ornaments/decorations for a tank, but not own a fish? I'd probably just display the décor on a shelf instead of in a tank anyway. Is that too crazy or weird?

Depends on whom you ask.
I daresay all people like to accumulate possessions, material or psychological, of every kind imaginable: coins, photos, magazines, butterflies, leaves, books, computer data, friends, accolades, memories, experiences, titles, achievements, knowledge, organic matter, signs of devotion / morality ('karma'), secrets, offspring, pets, currency, history.
What varies is the type (and subtype), the price or sacrifice they put forth towards expanding the collection, and when they're sufficiently satisfied / saturated to stop expanding.
People judge other people for their collections because of:
(1) a differing perception of its value, which can be lesser or even negative, thereby construed as a waste of time or an aesthetic nuisance.
(2) suffering the consequences of said sacrifices which they had no say in making; such as a child falling to addiction, religious crusades and laws, pollution for the sake of revenue.
You possess pets (or rather they possess you, in the case of felines) and have reached saturation of their care. You also take fancy to water themed toys and could do with more.
Where is the logical fallacy in that? You haven't even considered getting the tank, which would take up some floor space and put a significantly bigger dent in the wallet.
