I'm 29 years old, and I dont have much luck when it comes to dating. Dating apps and sites dont work out for me. When something does start it normally fall flat after a while. I'm thinking about putting more focus on preparing myself mentally and financially for adoption or surrogacy. It's something I would like to do around 40. When I see myself in the future: me, my son or daughter and a dog.

Not sure where you live but you can go to your county and ask.
County foster care has a program for people who want to adopt. They have kids who the courts have severed all parental rights. You work out with the agency who would make a good fit with you and you foster that child to see how it feels and how it might work out. I believe it is 6 months long and if you like it the adoption takes place.
I have a suggestion for you. Look for the organization called Big Brothers Big Sisters and mentor a kid! Thats a great way to find out if you are ready to be a dad. You take their training and they assign you a kid. You commit to one or two outings per month for a year.
I did that via an adoption agency only with kids in foster care. I went thru training and they assigned me a 12 year old girl. We stuck together for 6 years until she turned 18. We had some of the greatest times and outings. You will have lots too.
Very best wishes for a fantastic family man future!
