Is it possible to jump a fence taller than you while handcuffed if so explain?

If your hands are in front of you it is possible but the handcuffs will limit your top speed while running, but theoretically you should still be able to jump high enough (providing you can do it without the handcuffs!).
If however your hands are handcuffed behind your back this will reduce the movement of the muscles in your arms and torso that give you the ability to jump high.
