Your best bet would be to look up a consulate for that country. Start by doing some homework (checking to see if they have a website with this info, what your home country rules for working out of country are, etc). Once you have looked up as much as you can on your own, write out a list of questions you need to ask, and attempt to contact the consulate and your own nations authority.
