Personally I think that would be plain rude, unprofessional and way out of line. Very tactless - it seems that person is trying to hurt someone and is at the same time making themselves look bad.
i thin that is foul your co worker might get offended if you want to tell her that then you should tell it in a nice and sincere way with just the two of you
