Is it normal for 6 year old boy to NOT make eye contact during conversation? My younger son does?

My son looks around aimlessly, while in discussion. His eye movements are rapid. He doesn't focus on one spot.

either he is hiding something or he doesnt like looking straight at people

depending on the subject he could be hiding something and/or he just gets nervous or just doesn't like making eye contact. but i have met people like that, its fine
