Is it legal to suspend an employee weeks after the situation happened?

Yes, completely and totally legal. For example an employee may be under suspicion for some time before evidence comes to light of a misdemeanor and until a company has evidence they cannot legally suspend or fire an employee. Hearsay is not grounds for suspension or dismissal.

Yes they can do that if they have enough evidences against the employee then they can definitely suspend an employee.
