The law against offensive weapons only includes fire arms and blades over 6 inches in length which are also in plain sight. I've carried swords in the back of my car perfectly legally because they aren't in plain sight. A riding crop is not an offensive weapon and is not coavered by the law besides which the UK is not a police state adn If you are dressed as a horse rider carrying a horseriders tools of the trade no one has any reason to suspect you of going equiped to deal violence.
