Our condo association signed a contract with a waste hauler with the promise they would get us out of our current contract, which they could not. Now, both are enforcing their contracts even though they both acknowledge that we can't have two contracts. Has this happened to anyone else?

You cannot have two people doing one task. Was the promise written down? If not, did more than one person hear the second contractor promise to get you out of your current contract. Do not pay the second contractor. Let him try to sue your condo association. He did not fulfil the verbal part of his contract. Get the condo association to seek real legal advice right away
