Is it correct to translate russian surname "Григорьев" as Gregoryev? Or it must be only?

It should be translated as "Grigoryev" because if you do i as "Gregoryev" and any Russian speaker then tries to write it down in Russian, they would do it as "Грегорьев", not "Григорьев", which would be incorrect
