I want to sort up some schedule between doing my homework and studying for a test. I'm an eighth grader and want to know whether it is better to study for an upcoming test during the afternoon/day or in the evening, or if it even matters.

Many people have certain study times and techniques that help them individually and other people have different ones that help them. The time you have now should be spent finding out what works for you, while the results you get don't impact your future too heavily. I recommend studying for tests multiple days/weeks before it is due doing small segments of different aspects of that task every day. For an assignment apply the same principle of small increments of work over a long time.
Personally, I like to study leading up to an assessment and on the evening before or maybe the morning of the assessment.
Different times will work for different people studying in the afternoon will allow you to cover more as you are more alert and have more time. The information you process in the evening will stick with you longer. Sometimes the work you do in the morning is useful for a short amount of time.
What is important is to maintain a healthy schedule and get enough sleep and monitor health properly to ensure you are achieving to your highest possible standard.
It's not so much when you study that determines your results but how long you spend studying and the study techniques you use.
