I live in a apartment complex and my neighbor just became our security guard. Now he's acting as if he's high ol mighty? Isn't that a conflict of interest?

Only if the individual crosses the line between security and controlling others by taking advantage or abusing his or her position.
Ask the management for a copy of the job description of the individual when he or she was hired and specifically demonstrate to management the degree to which the security person is deviating from the job in order to get corrective action.
