Is electronic monitoring helping juveniles behave?

no. it didn't help me behave except when i was being monitored. teens need more than just punishment for them to change. they need structure and the freedom to make their own choices and learn from their mistakes while having support from their parents, school and friends.
just monitoring them won't help them change.
