I frequently have to wait for a car who has come fully out of their drive and have blocked the dropped kerb part of the pavement, and just today I was walking home and a women’s came out of a driveway of a small Buisness/house that had a dropped kerb (it was definitely a dropped kerb, the same as what is used to get out of driveway) and she waved at me as though she was letting me cross so as I went to walk she kept going?? So I wanted to be certain on the law of this for it it happend again and something worse happend I would know my rights? Is it my right of way to keep walking on dropped kerbs or do I have to stop for cars leaving their driveways?
Is a dropped kerb still a pavement and therefore the pedestrians right of way?

The sidewalk is no longer private property, when the car is off private property they are on public property.
What difference does it make who is in the right or who is in the wrong? The idea is don't get run over. You aren't going to get a policeman to come give a car a ticket at a curb because they didnt let you pass first or made you stand and wait. Go to the other side of the street or move faster or pause and wait. Its not worth the effort to yell about it.
