It is kinda dumb to use school work as punishment. It is also dumb to be thinking about punishing kids at all. Kids need to learn how to act grown up, and you teach that by demonstrating it.
Yes, it is way to harsh. They are 9. But it also depends on what they did. If it was really really bad then maybe. But it's like school work. Give them another punishment.
