Is 5.9% of unemployment rate in the united state a bad or good thing?

their saying its good each state has a rating that they go throught i think each state has their own percentage rate when it comes to thinking of the numbers involved the economical recovery is still trying to recover so i would also think theres a certain percentage that isn't recordable cause the long term unemployed they just give up cause there is no work so there are alot they can't count
