My ISP claims to provide 400 mbps, however for years on my best day I'm realizing around 90 mbps, per speed test, independent as well as my ISP speed test.
So, since I'm running everything with 90 mbps, can I lower my subscription with my ISP to 100 mbps, (from 400 mbps to 100 mbps)? Saving money.
Or if I pay for 100 mbps with my ISP will I then realize 25 mbps? Or will I continue with realizing 90 mbps?

I got along for years with a cable speed of just over one mbps. I paid fifteen bux a month and I watched movies and played games with never a delay at all.
People tell me that cable companies will reduce your rate if you just ask them to. I never tried that because I was happy with the rate I had.
You're sharing that speed with numerous other customers, relying on shoddy infrastructure maintained by virtually monopolistic corporations. It's never what it says on the tin unless the tin is a legally binding contract, and then it might be. A decade ago I believe I got something like <1mb for alleged 100. What's really bothersome is poor latency, where 90% of software will misbehave egregiously if your connection goes into cardiac arrest for 5 seconds.
