Legally Registered Dental Hygienists (RDH) are not allowed to be independent contractors because it is illegal for them to work without authorization/supervision of a dentist. However, a Public Health Dental Hygiene Practitioner (PHDHP) does not need approval or supervision from a dentist to work in underserved areas/clinics/federally qualified centers. Can they then be classified as independent contractors?
