In Peoplesoft, what is the significance of a client's "reference" number?

I am a company that uses PeopleSoft HRMS to manage HR for our clients. When a new client employee clicks on and accepts our terms and conditions, Peoplesoft generates an email acceptance notification. Is the reference number specific to the client employee or the client (i.e. EIN number)? Thanks.
