E(k) = k if k is a constant, so I suppose that if E(X) is a constant (I am not sure if you consider it a constant or not) then E(E(X)) = E(X) potentially.
In maths, is the expected value of the expected value equal to the expected value? E(E(X))=E(X)?

To add some context as to why I am asking this question, it seems to appear proofs where variance formulas are being derived for different distributions.
