For example, German and French is spoken a lot in Inglorious Basterds. In the German and French dubbed version of those films, what language would be spoken in those scenes?

Answer

Usually, the dubbed version is similar to the original. Therefore, the part spoken in the dubbed language should be subbed in that language while keeping the language intact, or a sub explaining what language the character is speaking should appear below if done correctly.
