In animations are characters drawn all over again in each frame ?

Are characters drawn all over again using onion skinning and stuff or just copied in each new frame and adjusted to the situation ?

Answer

When they were drawn by hand they used plastic sheets, background on one sheet, other stuff on separate sheets, and every cell with motion had to be drawn on a fresh sheet. Walt Disney used to show this being done on "Disneyland" tv show. Nothing is drawn by hand any more.
