That depends on the constitution.
In most contemporary constitutional monarchies the monarch holds so called reserved powers. They grant constitutional powers outside of parliament.
For example the queen of the UK can pretty much do everything from declaring war to commanding the armed forces to appointing new ministers in a constitutional crisis.
However the monarch traditionally does not enforce anything personally but instead orders police, courts, ministries and armed forces to do so.
