I think it might be one of the short stories from Black Jack by Osamu Tezuka. The story was about a doctor performed a surgery to move the deer's brain from its head to chest in order to allow the brain to expand and became more intelligent. Then the doctor feared the deer and tried to kill it...or something like that.
