It's trite, but "Manners is to do and say, the kindest things in the kindest way." One should have good manners, especially in public. One shouldn't do or say anything that would hurt others either physically or emotionally. There is a hierarchy of rights. "You have the right to swing your arms around, as long as they don't hit my nose." We have the right to say what we want, but not if it takes away a higher right, such as the right to be safe (you can't yell "fire" in a theater if there's no fire, because it puts people in danger when everyone runs out), or such as the right to not be bullied. People have the right not to be touched, unless they have consented. Parents have the right to protect their very young children from hearing language that's inappropriate for their age. All these rights should dictate how you speak and act, in different situations. We have laws to spell out the punishments for violating another's rights, but we all know, inside, what's right and wrong.
