The father wont accept me leaving with the kids, although the father is never present in the kids life nor is he interested in doing so. He wont sign the letter allowing them to leave the country. What can I do?

1. First, you need to tell the father in a firm voice that if he doesn't accept the fact that you want to leave the country with the kids, then he will have to raise the kids himself until those kids can take care of themselves. If he decides to accept neither, then either call the police (9-1-1) or the free counseling service number (530-752-2300) for the father. Hopefully they will encourage you and your kids to leave the country.
2. Second, try to issue yourself an I-94 form at your nearest CBP office. If you get issued an I-94 form, then remove the departure portion of the form, annotate the back of the departure portion of the form with the facts of your departure, and return the departure portion of the form to your nearest CBP office, immigration officer, or ship representative. If you did not receive an I-94 form, then the CBP will record your departure digitally from the manifest provided by the CBP or carrier.
