I'm asking this because it's an emergency almost?

I'm a man of very few words but yesterday, I was a man of very much words.

My neighbour was looking at me with a half smile smoking a cigarette. I waved back at him as I'm a man of very few words. He went inside and I feel.. I can not tell for certain but I FEEL that he perhaps wanted me to call the police because of some kind of emergency.

This is the third time its happened this week alone that I've been fined..pardon my english but a hefty fine for calling the police. I thought he was in trouble and he was giving me smoke signals.

Is my heart in the right place? I think so, please help me with some answers

your heart is in the right place you were doing a honest neighbor and you cared now if he was out there yelling help he probably would have given you the right move so to speak or crawling across the front line or trying to get your attention well he didn't i would just appeal fines and explain to the judge what happened in the future unless their yelling crawling or using hand signals that would tell you somethings not right  right
