you know i have never heard of the idea that you couldn't carry handcuffs i thing if it doesn't say anything about in your job or isn't job related they just don't want you carrying knifes or anything sharp or gun related this way be a rule but its hard to say but see your a corrections officer i would ask them if its okay if you carry personal hand cuffs
