I'm 17 almost 18 in Tennessee and when I try to move out on my birthday my mom said she will call cops on me if I try to leave, can she do that?

No, she can't. when you're 18, you're legally able to move out. 
She's just saying this because she doesn't want you to leave so soon.
You aren't breaking any laws, so calling the cops would be a waste of time.
