They did not pull me over I stopped after felt like I hit something in the road I tried to get help from friends but they couldn't fix it. I called the cops they didn't even ask if I was ok they started off accusing me of being drunk

Were they chasing you? Do they have you on film driving erratically? Did yhey lay down a strip that blew your tires? Somewhere in your question is a whole lots of missing story. I'd guess yes they can.

No they never seen me I had a blow out 4 hours before I called them for help bc my friends couldn't help me they didn't even help me when they got there they started accusing me of hitting something trying to make me admit to a false story
