Yes, you do downshift all the way to first if you come to a complete stop at the traffic light.

Transmissions usually have synchronizers so you can shift without grinding the gears, but they only synchronize second, third, and fourth. Not first. By the time you are going slow enough to shift into first, you may as well just stop.
